How It Works

Understanding the Citizen-driven initiatives that shape our city government.

1

Every 10 Years, The Citizens Initiate Amendments that then make up Honolulu Charter:

The Charter is the basic rulebook for how city government works. Every 10 years, a 13-member Charter Commission is appointed to review citizen initiatives and consider ideas for changes.

2

Proposed Changes Go to Voters:

After reviewing public proposals and holding meetings, the Commission chooses which changes to put on the General Election ballot. This year, Oʻahu voters will decide on 20 separate Charter amendments.

3

Voters Face the Final Say:

Each question is voted on separately. If a majority of voters voting on an amendment approve it, the Charter is changed according to the terms and timeline written into that amendment.
